Is ShipHero able to both rate shop and purchase labels for DHL eCom, or just purchase labels?

Both. Your DHL ecom rep can provide us the rate files which we’ll load in for quoting.

Is there a way to keep DHL eCom from being considered by ShipHero rate shopping until we’ve validated that the account is set up correctly (e.g. made a couple of label purchases)?

Try adding dhl ecom for a different profile (not default) that will be used just for your testing. When ready add it to the default profile.
