Empty shipping_labels in shipments query

Hi,
I need a little clarification - when I do a Shipments query, there are some entries that have the shipping_labels as blank. I suppose that’s because a shipping label isn’t printed yet?
But then why would this result show up in shipments result?

The shipping labels returned blank in that query because those line items had their pending fulfillment quantity set to 0. When this value is set to 0, the system acts as if it was shipped off of SH thus no label is generated from our end, however we do create the shipment still.
