List Shipping Plans

Putting in another high priority request to be able to list shipping plans. You can only get a single plan by ID which isn’t useful for querying shipping plans where you don’t know the ID.

I know its not optimal, but I already proposed a momentary workaround while we look into exposing a bulk query.
