Remove operator hold from UI

I can successfully create an order via the API with an operator hold
holds: { operator_hold: true }

However when I log into the UI https://sfapp.shiphero.com/ I am unable to remove the hold on the order. The remove hold button is greyed out. Can you please help me as to why this has happened? Is there something else I need to enable when creating the order in the API to allow removal of hold?
