shipment update and order packed out are fired together to inform me that the order has been packed.
can I depend only on the “shipment update” webhook or there are special cases where "Order Packed-out " webhook must be implemented?

While they do overlap in this situation, the order_packed_out also has tote information which can be pretty neat to see at times.
